PARTY LOSES ROUND: The Harold Washington Party failed Friday todislodge three Democrats from the Cook County Board of Electionsdespite charges that their politics prevented them from ruling fairlyon whether the third party's slate should be on the November ballot.The board will hold another hearing on Monday on the fate of theparty's ticket while its members decide whether to go to federalcourt to seek what they believe would be a more impartial hearing.Cook County Clerk Stanley T.
