Having declared a ``war on terrorism'' the United States is now engaged in a tortuous exercise to narrow and define those terms.
So far President George W. Bush has learned not to call it a ``crusade,'' temporarily called it ``Infinite Justice'' and has now settled on the more insipid ``Enduring Freedom.''
Secretary of Defense Donald Rumsfeld declared there is ``no silver bullet'' that will smite the nation's enemies. Nor is there a smart bomb, a Marine brigade, even a field army.
