VIC:Deal won't help hospitals grow: Baillieu

MELBOURNE, Aug 2 AAP - Victoria will receive only limited benefits from the $4 billion
promised in the federal government's national health reform deal, according to Premier
Ted Baillieu.
After protracted wrangling with the states, particularly Western Australia and Victoria,
Prime Minister Julia Gillard announced the health reform funding on Tuesday, saying it
would deliver $175 billion by 2030.
While he welcomed it as a better deal than the one agreed to by his predecessor, Mr
Baillieu said the cash wouldn't start flowing for another three years and would help hospitals
cope with rising demand, rather than allow them to expand.
"I am positive about the outcomes, but I'm realistic as well," Mr Baillieu told reporters.
"I am realistic to the point that this will, for Victorians, not make a great deal
of material change."
Mr Baillieu said he had not heard the $175 billion figure before and it was an estimate.
He said Victoria would reap up to $4.1 billion in additional funding from 2014-15 to 2019-20.
There would be up to $300 million available for Victorian hospitals to be negotiated
in 2013, and $50 million available sooner to help deliver elective surgery and emergency
department services.
The deal, which will provide $16.4 billion to the states in the first six years, will
roll out nationally through a cost per procedure funding system which has been in place
in Victoria since the 1990s.
A national independent authority will determine the funding to be paid per procedure.
An additional $30 million in reward funding will be available to Victorian hospitals
that meet clinical targets.
Australian Medical Association Victoria president Harry Hemley warned the lure of bonus
payments can encourage hospitals to fudge figures.
Dr Hemley said rural and regional hospitals, plus specialty hospitals, would still
be funded through block grants under the deal.
"They will still receive what they were before," he said.
"There is no actual increase in payments for increased patients coming through the door.
"Some of the regional hospitals, for instance Bendigo and Ballarat ... see more patients
come through the door but they're not actually getting any more funding."
Mr Baillieu said Victoria had won an exemption from a commonwealth takeover of home
and community care services.
Opposition health spokesman Gavin Jennings said the coalition government, which promised
800 extra beds in its first term, had done nothing for hospitals since being elected last
November, and had failed to provide extra funding to help cope with rising demand in winter.
"The Baillieu government has not introduced one new bed, one new doctor, one new nurse,
one new treatment to Victorian hospitals during the last eight months," he told reporters.

missing in Bairnsdale.
They say 89-year-old WILLIAM IVERS was last seen at the Grand Terminus Hotel yesterday
afternoon as he left to catch a train.
He has a slim build .. and was wearing grey dress pants .. a striped short sleeve polo
shirt and a peaked cap.

Bushfires WA (PERTH)
Residents at Forrestfield in Perth's east have been urged to evacuate .. as an approaching
bushfire threatens lives and homes.
The Fire and Emergency Services Authority has urged residents to leave their properties
if the way is clear .. but not to relocate at the last minute in a vehicle or on foot
as this could prove deadly.
It says a number of roads have been closed and motorists should avoid the area.
Super (MELBOURNE)
Billions of dollars will be pumped into Australians' superannuation accounts as part
of sweeping changes .. including a new low cost .. no-frills super offering.
The federal government has accepted most of the recommendations of the Cooper review
into the industry .. including setting up the MySuper product.
It will replace existing default funds where about 80 per cent of Australians have
their superannuation money.
Assistant Treasurer BILL SHORTEN says that by combining super accounts and reducing
costs .. members will save 2.7 billion dollars a year in fees.
Nuttall Family (BRISBANE)
Lawyers for GORDON NUTTALL say the former Queensland minister is unlikely to appeal
a five-year sentence for official corruption and perjury.
NUTTALL's been sentenced in the District Court in Brisbane .. after being found guilty
of arranging government contracts for a businessman friend in return for money .. and
lying to the Crime and Misconduct Commission.
Speaking outside the court .. his son ANDREW NUTTALL said he'd feared a longer sentence
and is relieved the matter's over.
But he says the family's woes aren't over .. with the public trust working to take
away their two homes and his father's superannuation.

MELBOURNE, Aug 9 AAP - Former treasurer Peter Costello is demanding the Labor Party
take down a television advertisement showing him scoffing at Opposition Leader Tony Abbott's
economic credentials.
But the Labor Party says it will keep running the ad, while Prime Minister Julia Gillard
says Mr Costello was right on more than one occasion to criticise Mr Abbott's economic
record.
The ALP campaign ad shows a clip from June last year, in which Mr Costello tells a
press conference he sees Mr Abbott's future as being "not on economic matters" and smiles
as his audience breaks into laughter.
Speaking in Melbourne on Monday at the campaign launch for his former seat of Higgins,
Mr Costello said the clip had been "cut in order to deceive", but would not elaborate
how.
When Mr Costello was asked in June last year if he saw Mr Abbott as the next stalwart
in the coalition's future he said: "Oh, not on economic matters, but you know, Tony is
a great writer and theorist and he has got a book coming out shortly ..."
As he sought to turn around his previous criticisms of Mr Abbott, he denied he was
saying the opposition leader couldn't be trusted on economic matters and called on Ms
Gillard to take the ad off the air.
"Julia Gillard, if she had honesty, would get that ad off air and I call on her to
do so," he told reporters on Monday.
But Ms Gillard said Mr Costello's words in the ad had not been edited and she repeated
his "not on economic matters" quote at a press conference in Perth on Monday.
She also read from Mr Costello's published memoirs, in which he says he "was horrified"
Mr Abbott said he had learned all his economics from the late Catholic right-wing activist
Bob Santamaria and that the opposition leader "had grandiose plans for public expenditure".
"Mr Costello, when he said those words, was right," Ms Gillard told reporters.
"Mr Abbott is not interested in economics and that explains why he's got no economic
plan for the country's future, other than cutting schools, cutting hospitals, bringing
back Work Choices and putting a tax on groceries."
Mr Costello also sought on Monday to correct other criticisms he has previously made
of Mr Abbott, including calling his paid parental leave scheme "silly".
He said Mr Abbott's revamped policy now had his support because it had "fixed the tax
position" and no longer required a company tax increase.
"Let me make it clear, the person in this election who I endorse on economic management
is Tony Abbott," he said.
"The person who has no credibility on the economy in this election is Julia Gillard."

Vic: Police keep hunting for second leg in bay
MELBOURNE, Aug 18 AAP - Police yet to find a second human leg that was spotted in Victoria's
Port Phillip Bay a day after a woman's left leg was found in a separate part of coast.
The leg that was found at Newhaven Beach at Phillip Island on Sunday at midday (AEST)
belonged to an adult woman, Homicide Squad Inspector Steve Clark said on Tuesday.
"There was also a fairly distinctive tattoo on the foot of the leg that was recovered,"
he told reporters.
"It's a floral design and fairly distinctive.
"Clearly we're very keen to talk to anybody who may recognise that tattoo.
"Anybody with any information or who may have seen anything suspicious occurring in
those areas I would urge them to contact Crimestopppers as soon as possible and we'll
follow that up."
An image of the tattoo has been publicly released.
Forensics investigators believed the leg had not been in the water for very long, Det
Insp Clark said.
Passengers on the Queenscliff to Sorrento ferry reported seeing a leg floating in Port
Phillip Bay off Sorrento about 2pm (AEST) on Monday.
A search is being currently undertaken involving water police, the air wing and SES
and police will re-assess the situation late on Tuesday.
Police across the state have been alerted about the discoveries and are trawling through
missing persons reports but "nothing was jumping out at this stage".
Det Insp Clark said he believed reports about seeing the second leg were genuine and not a hoax.
Bodies were found in the bay earlier this year, with a man's body off the Mornington
Peninsula and another on a beach at French Island.

SA: Eight arrested over identity fraud and theft
ADELAIDE, April 8 AAP - Eight people have been charged over an elaborate scheme to
steal credit cards and use them to buy mobile phones and laptop computers in South Australia.
Police said the group, including four women from Victoria and a man and a woman from
NSW, were operating in the Adelaide Hills town of Mt Barker.
A spokesman said it would be alleged the group managed to have mail redirected to post
office boxes, allowing them to steal identities then collect credit cards.
They then used the cards to buy expensive mobile phones and electronic equipment including
laptop computers.
They have been charged with dishonestly dealing with documents and theft and have been
remanded in custody to appear in court at a later date.
"All the arrested people are believed to be part of an organised criminal network,"
the police spokesman said.

national drive time show The Wrong Way Home .. but has decided on a new direction.
Joking his time with Nova has almost been a job .. he says they expected him to show
up daily and stay for the full three hours each weekday .. and that's unreasonable.
SALEH says he's looking forward to writing a book after securing a deal with Random
House .. and will return to his birthplace of Egypt to make a documentary.
Nova says an announcement about the future of the show and timeslot is expected in
the next couple of weeks .. and it's not yet known whether co-hosts CAL WILSON .. who's
expecting a baby .. and ED KAVALEE will stay on.

SYDNEY, April 30 AAP - A woman has disrupted the defamation action brought by the sister
of Schapelle Corby, shouting support for the convicted drug smuggler from the public gallery
of a Sydney court.
The woman, dressed in a long purple dress and with long grey hair, interrupted Jodie
Power's evidence to the NSW Supreme Court with a tirade about Corby's incarceration in
a Bali jail.
"Why isn't Schapelle Corby freed, she has suffered enormously for three years in hell,"
she shouted.
She loudly questioned why Corby was still in a Bali "sewer pit" and suffering everyday.
"You make me sick to the core of my Christian soul," she said, addressing the court.
Justice Carolyn Simpson sent the jury away while the woman continued shouting until
security arrived and she left the courtroom.
Mercedes Corby has taken defamation action in the Supreme Court against Channel Seven
Sydney Pty Ltd and five other parties, including Ms Power, who was once her best friend.
Ms Corby's claim relates to three Today Tonight programs and one news bulletin, broadcast
across Australia in February last year.
The jury of three men and one woman has been told Ms Power lied in claiming Mercedes
Corby was a drug smuggler.

SYDNEY, April 4 AAP - Australia's aviation safety regulator has lessons to learn after
the release of a report on a fatal plane crash today, federal Transport Minister Mark
Vaile says.
Fifteen people died when the TransAir-operated Fairchild Metroliner plane crashed into
a mountain near Lockhart River in far north Queensland in May 2005.
Pilot error and poor maintenance were at the core of the crash, one of Australia's
worst aviation accidents, the Australian Transport Safety Bureau (ATSB) said in a report
released today.
Mr Vaile said he had written to the Civil Aviation Safety Authority (CASA) chief executive
Bruce Byron asking that he make a detailed assessment of the implications of the report
for future safety regulation, and reply with what action the organisation would take on
the findings.
He said from his reading of the report, it was recommending that CASA pay more attention
to regional airline operators and give greater emphasis to surveillance of them.
"Somebody buying a ticket to fly on a commercial airline in Australia is entitled to
the expectation that the airline is safe to travel with and has the certification of the
safety regulator," Mr Vaile told reporters.
"As far as I'm concerned, CASA needs to do whatever is necessary to fulfil that obligation."

treated effluent to its water supply .. after voting NO earlier this year.
Mr BEATTIE announced last week .. 19 south-east Queensland shires .. including Toowoomba
.. would vote next March on boosting their water suupplies with treated sewage.

BRISBANE, April 27 AAP - Radiation emitted by mobile phones affects brain function,
Australian research suggests.
Scientists at Swinburne University of Technology's Brain Sciences Institute in Melbourne
studied the performances of 120 healthy volunteers on a series of psychological tests
during half an hour of exposure to mobile phone emissions.
They compared the results to those collected when the same volunteers were tested during
a "sham" condition, in which the mobile phone was not emitting radiation.
The study was designed so neither the scientists, nor the participants, were aware
when the mobile phone was turned on.
Lead researcher Con Stough said they found the subjects' reaction times and information
processing were impaired by the mobile phone emissions.
"The study showed evidence of slower response times for participants undertaking simple
reactions and more complex reactions, such as choosing a response when there is more than
one alternative," Professor Stough said.
"Mobile phones do seem to affect brain function. They seem to be fairly small effects
but nevertheless, something's happening."
The research was published in this month's edition of the journal, Neuropsychologia.
Prof Stough said research by the institute, which was yet to be published, suggested
the effects of mobile phone radiation on the brain was cumulative.
"People, for instance, who use the mobile phone a lot seem to have more of an impairment
than people who are more naive users," he said in an interview.
Elderly people were also apparently more sensitive to the effects than younger users.
Nevertheless, Prof Stough is not about to give away his own mobile phone.
"It's such a part of modern society ... and we haven't established that there's negative
health consequences. That's a different type of study.
"We're just showing that the radiation is actually active on the brain.
"But the impairment is small. The convenience and the way that we communicate now these
days outweighs that effect."
Prof Stough said if people were concerned about the issue and they still wanted to
use a mobile phone, they should buy an ear piece.
"The further you get the phone away from the brain, the less radiation it absorbs," he said.
As for any use of mobile phones in cars - hands free or not - Prof Stough is against it.
"I think they should be banned from cars," he said.
The study was funded by the National Health and Medical Research Council.

Vic: Exotic reptiles seized by Victorian authorities

MELBOURNE, Aug 25 AAP - An aggressive turtle with the ability to devour a human hand
in a single bite doesn't sound like the ideal pet.
But the turtle was among 22 exotic reptiles brought into Australia as pets to have
been seized by Victorian authorities in the past 24 hours.
The animals were found in houses and businesses in suburban Melbourne and regional
Victoria following a year-long Department of Sustainability and Environment (DSE) investigation.
DSE spokesman Keith Larner said the reptiles, which included Californian king snakes,
corn snakes and red-eared slider turtles, all from the US, posed a risk to Australian
wildlife.
He said the discoveries included a common snapping turtle, a North American reptile
which could grow to nearly 50cm in length and weigh up to almost 40kg, had powerful snapping
jaws, a sharp and horny beak and a long tail.
"The common snapping turtle is an odious creature," Mr Larner said.
"Establishment of the species here would be bad news for Australian wildlife.
"This turtle eats almost anything - plants, fish, frogs, insects, snakes, ducks and
even small mammals.
"It is aggressive if disturbed on land and has even been known to attack people."
Mr Larner said there was a big illegal trade in reptiles in Victoria.
He said people liked to have them as pets because they were often colourful and attractive.
The keeping of exotic reptiles was a federal and state offence and offenders faced
up to five years jail or a $110,000 fine, he said.
Mr Larner said he did not know what would become of the seized animals, saying discussions
were being held with zoos and the Australian Quarantine and Inspection Service.
Charges would be laid in relation to the seizures, Mr Larner said.

Republic Bancorp Reports Fourth Quarter Results and Record Earnings in 2001; 2001 Highlights Include:.
* Net operating income of $52.5 million * Earnings per share of $.95, up 14% * Return on equity of 17.25% * Strong commercial loan growth of 20% * Net interest margin expands to 3.31%
ANN ARBOR, Mich., Jan. 14 /PRNewswire-FirstCall/ -- Republic Bancorp Inc., , today announced net operating income for the year ended December 31, 2001 of $52,460,000, an increase of 15% over the $45,677,000 earned in 2000. Diluted earnings per share were $.95, up 14% from $.83 earned in 2000. Net operating income generated annualized returns of 1.14% on average assets and 17.25% on average shareholders' equity for the year ended December 31, 2001. Net operating income for 2001 excludes the previously reported $7.8 million after-tax gain on sale of Market Street Mortgage and the $12.3 million after-tax restructuring costs to exit the mortgage servicing business.
"The Company had an outstanding year," commented Dana M. Cluckey, President and Chief Executive Officer. "Our commercial, mortgage and retail banking business lines all had excellent results. Our focus on providing distinctive personal service and emphasis on real estate secured lending continues to produce consistent and strong financial results. In 2001, we made great strides in cross-selling our products and services to our customers and we see more opportunities for 2002," added Mr. Cluckey.
Net income for the fourth quarter was a record $12,300,000, an increase of 13% over the $10,932,000 earned for the fourth quarter of 2000. Diluted earnings per share were $.23 for the fourth quarter of 2001, up 15% from the $.20 for the same quarter of 2000.
During 2001, Republic Bank originated $4.1 billion in single-family residential mortgages, up 83% over the $2.3 billion in 2000. At December 31, 2001, the Company's mortgage loan pipeline of applications in process was $611 million.
Commercial lending activity was strong during the year, as the commercial loan portfolio grew $231 million, or 20% over prior year. In addition, direct consumer loans increased $38 million, or 8%, during the year. The Company also had excellent growth in core deposits, which increased $211 million, or 21% for the year.
The Company's net interest income increased $3.1 million for the quarter ended December 31, 2001 compared to the fourth quarter of 2000 primarily due to a higher net interest margin. For the fourth quarter of 2001, the Company's net interest margin was 3.45%, an increase of 35 basis points over the fourth quarter of 2000 and an increase of 9 basis points over the third quarter of 2001. For the year ended December 31, 2001, the Company's net interest margin was 3.31%, an increase of 17 basis points over 2000.
The Company's asset quality remains very sound. Net charge-offs to total average loans were 19 basis points for the year ended December 31, 2001. Net charge-offs remain well below the Company's peer group.
During the fourth quarter of 2001, the Company repurchased 1,147,000 shares at an average price of $13.40 per share under the 2001 Stock Repurchase Program which allows for the repurchase of up to 3,300,000 shares. A total of 1,665,000 shares have been repurchased under this Program.
Also during the fourth quarter of 2001, the Company sold its entire investment in NetBank, Inc. stock for total proceeds of $17.2 million. This stock was acquired during the second quarter of 2001 in connection with the sale of the Company's subsidiary, Market Street Mortgage Corporation. In total, the Company received $22.1 million for the sale of Market Street Mortgage.

Today the Dalai Lama, exiled spiritual leader of Tibet, launches a weekend visit to Colorado.
For his hosts, the visit may be less hectic than the preparation.
``It's been like false labor,'' laughs Naropa Institute publicist Lisa Trank, referring to the past few weeks. ``Like the entire place is giving birth.''
Then there's this problem: How do you entertain one of the world's great spiritual leaders on a Friday night in Denver?
Apparently, you don't.
``He's a monk, you know?'' laughs Dawn Engel, of Colorado Friends of Tibet, which is sponsoring the Dalai Lama's visit. ``Lunch is his big meal of the day. His entourage takes care of whatever he needs.
``One of the reasons he's so much farther along the spiritual path than either you or I is that he gets up at 4 a.m. every day to meditate.''
He's also in bed by 8 p.m.

Among the dignitaries scheduled to meet the Dalai Lama is Muhamed Jodeh, leader of Colorado's 20,000 Muslims.
Sunday, Jodeh has his own party to throw.
The public is invited to the second annual open house at the Islamic Center, 2071 S. Parker Road. The celebration, which begins at 10 a.m., will include a groundbreaking for a multipurpose community hall and school. The $1 million project will be completed by December.
The idea for the open house came about during a low period for ColoradoMuslims. In 1996, two local radio pranksters muscled their way into the Denver mosque and made a mockery of the prayer service.
Later, as state officials met with Muslim leaders to discuss the outrage, the talk turned to how the religious community might make itself better known.
As Jodeh recalls it, ``Somebody said, `Why don't you guys make an open house and present yourselves to the public?' ''
There will be refreshments from around the Muslim world, a cultural show and at least two special guests: Denver Mayor Wellington Webb and the Egyptian ambassador. (Dress in anything but shorts.)

Sunday marks a rare event at Trinity United Methodist Church - the pastor's first sermon.
Rev. Darrell Mount is Trinity's first new leader since Rev. Jim Barnes arrived 17 years ago.
The former Air Force captain and chemical engineer launches his tenure with a sermon titled ``Pursued by a Good and Loving God,'' based on Psalm 23.
Mount will preach at 11 a.m., the only service of the day. (There's usually an 8:15 a.m. service, too.)
Everybody's invited to a catered lunch afterward, including church-shoppers who just dropped in. The cost is $6 per adult, free for children.
As readers of Friday's op-ed page know, Dick Ling claims I ``twisted his comments'' in this space two weeks ago.
His ire surprises me, since over a friendly lunch we had already agreed to disagree.
I bet Ling, a former archdiocesan priest, that his concept of a ``corporate Christ'' wasn't consistent with the Catholic catechism - not to mention the Christian creed.
Both assert that Jesus ``rose from the dead and sits at the right hand of the Father.''
Ling believes Jesus did his part in history, then faded into the background, just as our own babyhood fades away in deference to the adult.
In Ling's credo, the important thing is ``the corporate Christ'' composed of all believers.
As far as twisting goes, I can't imagine how, since Ling agrees I am quoting him accurately: ``Jesus is dead''; ``Christ isn't a he, he's a we''; ``Jesus is not my personal savior''; and ``People who believe in the physical resurrection are wrong.''
Ling, who distributes religious materials and sermons to 600 Catholic parishes and several Protestant congregations, explains: ``My pastoral approach is to gradually wean people away from the individual (of Jesus) to the corporate reality.''
People can decide for themselves what Ling means.
